The state of Texas is allowed to reject a license plate design that featured a Confederate battle flag, the Supreme Court ruled today.

The majority held that license plate designs are government — and not private — speech, and that the government is allowed to discriminate based upon content when it speaks.

The man suspected of opening fire in a historic black church in Charleston, South Carolina, on Wednesday night, killing nine people, has been identified as 21-year-old Dylann Storm Roof, an FBI spokeswoman told The Post and Courier. Denise Taiste, an FBI spokeswoman based in Columbia, confirmed Roof's identity to the paper Thursday morning.
